In the past decade, there has been a significant increase in affordable housing incentives for green building across the U.S. However, some in the development community contend that the costs of green building outweigh the benefits. Cost containment is often used as an argument to undermine policies supportive of green building. 

In an effort to support existing green building incentives and advocate for increased adoption, The Impact of Green Affordable Housing research project collects and analyzes data to evaluate if green building is a worthwhile investment. The research project engaged affordable housing owners, managers, residents and stakeholders to quantify costs and define key issues around cost containment and affordability. The project collected data on actual development and operations costs, energy and water utility usage, and compared the energy performance and water efficiency (EA and WE) of the LEED BD+C: Homes Rating System. Additionally, durability measures (ID) and Indoor Environmental Quality (EQ) have been evaluated. 

The sample consists of LEED for Homes certified and conventional multifamily affordable housing in Alabama, Georgia, North Carolina and South Carolina.

Learning Objectives

  • Summarize the affordable housing policies and funding mechanisms that incentivize LEED for Homes certification under LEED BD+C: Homes Rating system, specific to low-rise multifamily construction.
  • Compare the energy performance (achieved under EA1) of LEED for Homes certified low-rise buildings to non-green buildings using utility data to verify performance and cost savings.
  • Evaluate the short and long-term benefits of durability measures (ID2), Indoor Environmental Quality (EQ), and water efficiency (WE) for low-income Housing Finance Agencies, developers, property managers and residents.
  • Quantify the financial and health impact that LEED for Homes certification has related to multifamily affordable housing construction, operations, and maintenance costs and occupant experience.
